PREFACE:

Politically, INFORMATION is a tool which authorities manipulate or seek to manipulate with the intent of providing motivation and complacency on the part of the majority of persons in support of the status quo as largely determined by the privileged within the society. Persons or beings seeking to reveal the truth of reality, which encourages relevance in one's choices and changes in the assignment and use of power within a society - frequently travel through a range of classifications such as the following:

1.  Demented
2.  Fool
3.  Heretic
4.  Trouble-maker
5.  Reactionary
6.  Radical
7.  Revolutionary
8.  Imaginative
9.  Innovative
10.  Intelligent
11.  Genius

Throughout, the information stays the same.
What changes is the perception of the masses - often as an aside to the rising confusion and anxiety developing from the use of a more simplistic rigid institutionalized theory (rational explanation). Particularly, as the new concept or awareness contributes to or threatens the potential future power held by those authorities who benefit from the status quo, so the degree of intensity will be with which any new idea, interpretation or concept is met, and repulsed, or, accepted.

Common classifications applied to the information itself, often with poor justification being provided to those from whom it is secreted include the following:

A. Public - We all share willingly
B. Private - What's mine I would like to stay mine
C. Proprietary - What's mine only I can use
D. Confidential - What's mine had better stay mine, or else - sanctions
E. Military / Top Secret - espionage, deals for revealing associates
F. Above Top Secret - reveal - no deal, espionage, death or prison for life
G. Never Existed - exposure entitles you to "execution"

When the classification of information eventually reaches that of "public", it is then that the status of the individual is frequently utilized by the "authorities" to demean, criticize, and trivialize both the founder and presenter of the information as well as the information itself. It is the tale and metaphor truth and justice as centred on a judge before whom stood two men very dis-similar in appearance. The first was clothed in ragged clothing, had unkempt hair, was both dirty and smelly - and was charged with theft. The second approached the judge clothed in an expensive suit of clothing, pleasant in demeanour, and, patient. The charge was theft. Which of the two were guilty?

From the above descriptions, no relevant information concerning the thefts has been presented: no decision should be rendered, for the sake of justice. Without relevant information, the decisions reached by those given, or assuming, the responsibility, invite error and injustice based upon preconceived rationalizations and perceptions.

If a society is likewise held apart from information which is relevant to the decisions which it must make, that society will be encouraged to both become proud - in the ego-serving simplistic rationalizations which are used to cover ignorance, as well as, defensive. When incidents, indications, and the testimony of others, begins to raise concerns about the credibility of the status quo norms, increasing numbers of persons begin to suspect that they have been protected from, manipulated against, or confused about - freedom.

A society which makes elemental mistakes arising out of half-truths, risks its continued survival. Responsibility requires truthfulness and awareness. Irresponsible beings are slaves to those who ensure security, stability, continuity. How wise are those persons who spend all of their lives learning information which remains irrelevant to their circumstances?

Most governments follow and encourage acts of SECRECY as described above.
The practices of some large nations are noted as a guideline to the reader. They reflect why a high degree of anti-government anxiety has been growing in some nations as confidence is eroded by a lack of openness and respect expressed by the actions of the agents of the nation against its populace. Anarchy or solidarity? Are your leaders courageous enough to deserve your confidence, or, are they just conning you?

CANADA - According to the Official Secrets Act,
R.S. C.198, sl. Section 15 (1)
Chapter 0-3, p 11. (Ottawa, Queen's Printer) - any military or civilian personnel found guilty of disclosing unauthorized and illegal information are subject to jail terms of up to fourteen years.

The maximum period of imprisonment allowable under Canadian law is Life, which translates to 20 years.

The next lower threshold is 14 years.
For this reason, few officials care to comment on classified information, including that regarding UFO's.

Although as early as 1954, the Canadian Department of Defence determined that unidentified flying objects did not pose a threat to national security, the majority of UFO-related documents have remained classified ... according to Chief of Defence Staff Briefing on UFO's, November 15, 1967.

In late 1995, UFO Magazine, Leeds, England, LS21 1AE,
reported the following update:

"The National Archives of Canada holds thousands of UFO and abduction reports collected by the National Research Council (NRC) since the 1960s, relating to observations made as early as the 1930. These files, numbering approximately 100 per year are provide by police and staff of the federal departments of National Defence (since the 1940s), Communications and Transport, and have now been made available.

The microfilmed archival records date back to Military Intelligence sightings during the period 1947 - 1964, to more recent communications reports dating 1965 - 1981.

Records dating through 1982 - 1988 are examinable only at the Archives.
Some are available for research purposes and may be purchased, borrowed or obtained by inter-library loan."

BRITAIN:
Their official secrets act extends for a period of 30 years following the incident in question.If the government deems it necessary, papers can be withheld from the public for 100 years, or even indefinitely.

EXCITEMENT:
Captain Kevin D. Randle, USAF, ret. in his book The UFO Casebook notes the following:

“The mere mention of money in connection with a UFO sighting has always been enough to prove that the sighting was a hoax. Dozens of sighting accounts end with the simple statement that so and so did not receive any money and was not interested in gaining fame, as if this somehow proved the authenticity of the case.

If they became too excited with the attention paid to them, it proved, at least to some researchers, that the case was a hoax. I have never figured out the connection between being excited by your name in the papers and the credibility of your statements. However, to become too excited about the publicity ruins the sighting."

FATALITY:
Since 1960, the U.S.A. and the U.S.S.R. have had sufficient atomic weapons to annihilate each other in 25 minutes.

The Brazilian jungle supplies 1/5 of the replacement oxygen for the Earth; since the mid-1960's, thousands of acres of the jungle have been destroyed DAILY. The Brazilian jungle has a thick leaf bed and very little soil. Once the ground is exposed, most nutrients are washed deep below the surface resulting in sterile surface soil in 2 to 3 years. Replanting and recovery of the jungle is impossible.

Concentrated and irresponsible use of chemicals has now irreparably polluted most of the world's atmosphere, soil, and water table.

COVER-UP:
Admissions of former Air Force personnel to Captain Randle noted the following:

1. As early as the Roswell incident, the USAF had a secret project active which used giant balloons like the Navy called Skyhooks to divert public attention from real crashes, landings, and sightings. In reality, the balloons needed perfect weather to be launched and their location was monitored until they came down. They were seldom, if ever, in the same place as the sightings. The commanding officer took his orders directly from the Pentagon.

Solutions were faked to "keep the local civilians calm and to keep the sightings from reaching the wire services, the press, or network news broadcasts." ... It worked quite well because many of the sightings are buried so deep that they will never be found.

2. "When there was a sighting in an area, members of our unit would go to the local authorities with one of the balloons and claim that it was the UFO. Most of the time, the people listened."

3. "They weren't really orders ... but they were about the same thing ... and some of us believed that we were telling the truth. If you tell someone a lie and they repeat it then they are not lying. They are passing on false information, but they believe it too. We were told that these people were sighting balloons and believed them to be UFOs. We were to spread the word to the people. ... We were sworn to secrecy and all scared stiff.

ORIGIN and INTENT:
While more detailed in another report, the following scenarios are often rationalized by government, military and private researchers:

A. Aliens are showing an interest in our technology to compare our progress with theirs.

That is why they are often sighted near military bases, military testing grounds, in war zones, and nuclear reactor and nuclear missile sites. OR is it simply that there is more intended security enforced at these sights by us to note that which may be just as common elsewhere where it not that the average citizen is either indoors or focused on work at hand.

B. Could UFO's be some form of military secret weapon undergoing night trials?

C. Aliens could be surveying the Earth to determine if the planet held out any advantages for colonization by themselves.

D. Because we avoid facing unpleasant facts, instead of looking straight at them, a group of aliens is able to "farm" us.

E. Aliens come to Earth to replenish some form of "life essence" which is available here, but almost entirely used up where they come from.

F. Aliens come to Earth to follow a tradition of being accepted as deities and being given animal or human sacrifices or receiving substances which have a narcotic-like power. One such substance was the ayahuasca vine which provides a liquid chlorophyll infusion with a specific alkaloidal content.

G. Aliens visit the Earth for the same reasons that we have and visit zoos.

H. Aliens convey information to human contacts in the hope of enabling mankind to reach a more peaceful coexistence with each other, the environment, and the aliens.

I. Aliens stop by Earth for the same reasons we show an interest in Mars, Venus, and other planets: scientific curiosity.

J. Aliens are bioengineering themselves with us to enable them to live here.

K. The Earth has been colonized with the troublemakers from higher civilizations, who made use of the Earth very much as the British made use of Australia and Canada: a dumping ground for their convicts. Most of the original colonists sent to Canada, the United States, Central America, South America and Southeast Asia by Britain, Portugal, Spain, Belgium, France, Holland and other European nations were either groups culturally rejected because of their religious beliefs or convicted murderers, thieves, prostitutes, homeless children, or anarchists.

If the Earth has been used in this way by another civilization, it would explain why these early settlers were given nothing or very little of advanced technology so that they would be forced to solve their problems in a peaceful manner and would also be prevented from building spacecraft, which would cause them to remain Earthbound. Thus they would be incapable of retaliation.

This concept integrates both old anthropological findings and cultural concepts including these:

A. African based cultures often hold that birth is a time of sorrow with the child entering into a hell of frustration and disappointment on the Earth having come from the heavenly arms of God. Death is a time of rejoicing when the deceased has "served their time" on Earth and goes to a better world.

B. MANY people accredited with discoveries or inventions which have greatly changed the world have often claimed extraterrestrial contact, help from "guys out there from other planets", signals received from other planets, information from "spirits". At the time, these sayings are often discounted as the idiosyncrasies of genius, ravings of the mad, or are simply lost by virtue of unrecorded embarrassing statements.

Sometimes, it is the associate or spouse of the person which history and the media exalt who has actually made the "discovery".

A number of Newton's writings remain secreted in the British Museum to this day for this reason.

We are only now beginning to acknowledge that much of the genius of Albert Einstein came from his wife who was his closest associate. A significant person in one's life can contribute greatly to an environment which is encouraging, acknowledging, stress reduced, enjoying, social, and intimate.

Both Westinghouse and Marconi publicly made statements of having received signals from other planets.

Professor Dr. Oberth, rocket specialist with the Bell Laboratories, after WWII, stated in the 1950's "we cannot take credit for our civilization's rapid technical advancement over the past decade. We had help. Those guys out there from other planets."

Nikoli Tesla, who discovered AC current, claimed he had extraterrestrial contact by radio. Tesla devices are very powerful energy transmitters.

C. Gigantic symbols and runway-type markings have been etched or marked on plains, highlands or plateaus throughout the world. Many are only noticed as significant when seen from the air; some require up to an altitude of 3000 feet to capture the full image. Some of these would have taken great effort and have been in existence for 1000's of years.

1. Nasca Plains of Peru: markings on the plain are reminiscent of aircraft parking areas in a modern airport; others suggest runways for they appear as roads leading nowhere. Above the Bay of Pisco, a 820 foot figure points to the Plain of Nazca.

2. Maps in the Topkapi Palace, Istanbul, in the library of Admiral Piri Reis early in the 18th century show a cartographic projection, centred on Cairo, which INCLUDES the antarctic landmass only revealed to modern humanity through echo-sounding instruments in the 1970's.

3. Sacsahuamian, Peru: huge blocks of stone perfectly cut to fit together form terrace walls. No known technology exists to account for its construction.

4. Cave drawings in Northern Italy, the Sahara, Tibet - show human like figures which have "helmets" and suits on like human astronauts now wear.

Special Sources which Assisted with this report:

1. By way of meditation and prayer, the Holy Spirit provided Guidance and direction as to where to seek out the relevant information, what the relevant information was, and how to confirm it. This is the only means by which humans can obtain the assurance that the information and perceptions which they have is relevant to reality. There are a multitude of ways in which humans have and can be deceived and manipulated or confused or enabled to remain unaware. Some of these are:

- semantics: use of words to imply what has not been said;
- prejudice: use of derogatory words to describe the unknown;
- rejection: judgements used to excuse the reporting of data;
-  ritual  : repetition of information without confirmation of truth;
-  secrecy : restrictions on info to conceal ignorance or concern;
- disinformation : confusing the issues to dissociate the reader;
- hypnosis : implantation of "experience" by suggestion;
- hologram : showing an image of what seems to be reality;
-  fantasy : using the ego and pride to abuse imagination;
- spurious : jumping to conclusions on too little information;
- superstition: assuming a linear relationship between occurrences;
-  magic   : using slight of hand or optical illusion to persuade;
-  drama   : using excitement and anxiety to force acceptance;
- statistics: assuming that numbers always have a justified relevance;
-  trust   : expecting accuracy and truth without sacrifice.

2. Four Walk-Ins have contributed their energy to the development of certain parts of the report. Many Walk-Ins know what they are; many humans who proclaim themselves to be walk-ins are not. Only meditation can confirm to a human stranger the true essence of the entity before you.

3. There were 3 contacts with Pleiadians.
These individuals have skills and abilities which confirm their integrity through consistency, sacrifice, supportiveness, empathy, confirmation, and earned faith. Their contribution has required all of the above plus the humility of acknowledging their past individual and collective mistakes.

4. Direct experience of 10 GRAY abductions over a number of decades also enabled non-theoretical and non-intellectual denial examination of their reality. Abductions are traumatic to most humans. The denial and terror, or, the wonderment of the experience is frequently adequate to distort the awareness of the true reality.

Hypnotic types of therapy may be used to re-examine and uncover such experiences and perceptions with often deceptive results.

Holographic type presentations used by the GRAYS since 1950 are technically proficient such that a dazed human has no ability to differentiate same from reality. The sophistication of such "presentations" since 1970 have been "seamless" in that they accurately simulate all of the expected senses, excepting smell and taste. That is, visual, temperature, pressure, and sound - are perfectly simulated relevant to the desired result.

Since many "educated" humans have been conditioned to highlight their visual skills beyond all others, especially during periods of challenging stress, deficiencies in such holographic-style projections are seldom detected. Under hypnosis and/or with the use of a lie detector instrument, the abducted individual totally believes that what they have experienced was undeniably real - including their perceptions of what the experience meant and what the GRAYs intended. By itself, such revelations are quite useful to the GRAYs in concealing the truth of their intentions behind their actions.

If this is the reality, then how can abduction experiences be perceived with relevance?

First, the experience must be recalled voluntarily.
This seldom occurs, even as few rape victims wish to re-live their traumatic experience.

Secondly, in those instances where recall has been achieved, the perceptions must be noted in entirety without scepticism, yet with confirmation and clarification of details.

Thirdly, and separately, the presented details must be analysed from the perspective of
a) meditatively confirmed realities;
b) feedback from other extraterrestrial lifeforms which have proven their trustfulness and accuracy;
c) the extension of patterns of recognized behaviours and trends in change.

Special Sources: Summary
It is easy for modern humans to expect that what appears to be the most unusual or the most dramatic is the most important as considerations for the future. This targets acts of deception, manipulation, and intrigue as suggestive determinants of the future of humanity and each of its individuals. This perception has been a long-term human weakness. ALL acts of deception, manipulation, and destructive intrigue can be exposed, avoided, and, defused by humans who develop and use such spiritual skills as these:

meditation;
assertiveness;
self-sufficiency;
self-discipline;
self-responsibility;
empathy;
honesty;
faith;
hope;
charity.

During the past 6000 years, such a human achievement has been infrequent and extraordinary - though never impossible. It is not the survival of humanity which is now in question. Rather it is a question of the survival of which humans?

The development of spiritual skills requires sacrifice, courage, determination, sincerity, humility, and perseverance: patience. Those who have earned, will acquire, or otherwise benefit from the use of spiritual skills will benefit from constructive decisionmaking. That will maintain their spiritual survival and promote the best alternatives for their emotional, physical, and intellectual integrity: a more heavenly reality. Those without spiritual skills ... will live in a hell of their own making.

Obstacles and opportunities exist, yet humans do have choices.
Extraterrestrials with destructive intentions towards humans can never exceed the damage which humans have measured against themselves in the past 3 millennia. And, unless individual humans provide some basis beyond that of sheer existence as to why spiritually-guided extraterrestrials should enact their capacity to favour the survival of several hundred thousand or a million humans, how could they, in the context of constructive decisionmaking, do so.
