"SKIM" sources are political-industrial-banking institutions which are manipulated by special "OO" level agents to provide covert funding for projects undertaken on a large and powerful scale completely secret in intent beyond the bounds of the participants.

Agents are those individuals who have been selected to know of the programs/secret government and who accept the elitist rationale of the organizing groups. "OO" level confidentiality means that if the agent is found to have compromised security or is about to compromise security, he or she is discreetly killed.

Dates noted are the time at which the source is first used for skimming purposes and may denote a period during which most of the covert accounting and transfers took place. Typically, 3 to 4% of a budget might be "redirected" for plausible purposes such as administration, testing, research, and construction. Up to 10% of "Black" project funding could be skimmed in the U.S.A. and up to 50% in the Soviet Union. High level confidentiality contributed to low level political scrutiny.

Siphoned funds represent a subset of skimmed funds.
Capital is encouraged to be transferred out of "target" areas into "safe" areas for protection in the event of local political unrest, for diplomatic reasons to prevent collapse of the global monetary system, or because the source of the capital is operating illegally.
